It has long been proposed that the quantum Hall effect observed at fraction 5/2 is due to an extra-ordinary state of matter best described a a `paired quantum Hall liquid'. We present the leading candidates, known as Moore-Read and anti-Pfaffian states, and review the existing evidence. A collection of charge 1/4 excitations over the MR state forms a quantum register with topological protection. We conclude with some recent results on spin-textures associated with charge 1/4 excitations.
